According to Bloomberg, ConocoPhillips reported a compressor outage and flaring at its Sweeny, Texas, refinery, according to a filing with the National Response Center. U.S. refineries must notify the center if they release hazardous substances in excess of reportable quantities, according to the Comprehensive Environmental Response, Compensation and Liability Act, commonly known as Superfund. The refinery said an air emissions control device on the wastewater treatment system was out of service for a period of time on Dec. 5 and Dec. 6 because of problems with air compressor instrumentation. About 32 pounds of benzene was released, the filing showed. The 247,000-barrel-a-day plant processes mostly high-sulfur crude oil, according to data compiled by Bloomberg.
